Marawi City, BARMM – In a significant stride towards fostering lasting peace and reintegration, the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU), in collaboration with Mindanao State University’s Institute for Peace and Development in Mindanao (MSU-IPDM), has successfully distributed educational assistance to decommissioned combatants in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

This initiative, a crucial component of the ongoing peace process, aims to equip former combatants with the necessary tools and opportunities to build productive and fulfilling lives within their communities. By prioritizing education, the program seeks to break the cycle of conflict and empower individuals to become active contributors to the region’s development.

The distribution event, held February 27,2025 at Institute for Peace and Development in Mindanao building saw decommissioned combatants receive the educational assistance. This assistance will enable them to pursue various educational pathways, including formal schooling, technical-vocational training, and higher education, thereby enhancing their skills and employability.

“Education is a powerful catalyst for transformation,” stated Dr. Acram Latiph, Executive Director of IPDM. “By investing in the education of our decommissioned combatants, we are investing in the future of BARMM. We are providing them with the means to rebuild their lives and contribute to a more peaceful and prosperous region.”

MSU-IPDM, a key partner in this endeavor, played a vital role in the implementation and monitoring of the program. ED Acram Latiph further said, “We are committed to providing quality education and support services to these individuals, ensuring they have the resources they need to succeed.”

The educational assistance program is part of a broader comprehensive package of interventions aimed at supporting the reintegration of decommissioned combatants. These interventions include livelihood assistance, skills training, and psychosocial support, all designed to facilitate their smooth transition back into civilian life.

Beneficiaries expressed their gratitude for the opportunity to pursue their education. Mr. Ryan Macabunar of Masiu said, “this assistance will help me continue my education since I can buy my needs and support my family as well.”

The partnership between OPAPRU and MSU-IPDM highlights the importance of collaborative efforts in achieving sustainable peace. By prioritizing education and providing tangible support to former combatants, this initiative is paving the way for a more inclusive and peaceful future for BARMM.

The institute for peace and development in Mindanao (IPDM) was created by the MSU Board of Regents during its 182nd Meeting on December 7, 2001. The institute assumed the functions of two defunct units: the Muslim Christian Center for Peace Studies and the Muslim Mindanao Development Institute. It is now the central coordinating unit for all existing peace and development programs of the campuses of the University. MSU was established on September 1, 1961 as one of the government responses to the so-called “Mindanao problem.” The problem includes a violent struggle of segments of the Filipino Muslim population to redress long-standing grievances and assert Muslim selfhood and identity in the face of real and imagined threats of cultural and spiritual assimilation by the majority Filipino Christian population. The University was mandated to accelerate the “integration” of the cultural communities in Mindanao into the mainstream body politic and to accelerate the development of its service areas through instruction, research, and extension. In the pursuit of these objectives, the University also seeks to infuse spiritual and moral values, national consciousness and solidarity, and mutual understanding among Filipinos, which are necessary for peaceful coexistence and sustainable development. IPDM was therefore, created with the expectation that it would contribute to the easing of tensions and the promotion of justice and peace between Filipino Muslims and Christian by expanding knowledge, improving understanding and heightening sensitivity in relations between the peoples of Mindanao in particular, and the Philippines in general.
