MSU IPDM Marawi City concluded the Peace Consciousness Month Celebration with the presentation of ADR training manual yesterday to Peace Stakeholders whose functions are for alternative dispute resolution (ADR) at IPDM Peace Center, 10 o’clock in the morning. The ADR training manual is a research work of IPDM Marawi in collaboration of Consortium of Bangsamoro Civil Society, Inc. )CBCS), a project of Support to Bangsamoro Transition – SubatraJustice and Society with the funding support from European Delegation in the Philippines (EU) and co-financed by Spanish Agency for International Development Cooperation (AECID).

According to AbdulMajid Nagamura, CAO III of Ministry of Trade, Investments and Tourism – BARMM, the manual is significant to Lupon ng Tagapamayapa. This was also stressed out by City Director Masbud Guiama II of Ministry of Interior Local Government that there is an awarding system in the Barangay Level if you apply ADR in the lupon.

Police Captain Esnaira Lucman also shared that the participation of law enforcers is relevant in case of recording system of amicably settled conflicts through ADR process. Former ED Moctar Matuan said that in every Agama or Barangay has its own ways of settling disputes, this would also be a good input. While Atty. Jashim Abdurrahman elaborated on ADR good practices and Ms. Kharima Ananggo of NCMF Lanao del sur also mentioned about their Mediation Course they had. Majority of the participants particularly Omar Sharief strongly suggested that in every ADR process, there must be a strong will from mediator in order to have a success story.

The presentation was hosted by Peace Action Officer Dr. Aliah P. Cali-Pascan supported by Dr. Khayronesa Abbas and moderated by Prof. Almahdi Alonto during the open forum. As mentioned by ED Acram Latiph of IPDM, this manual is still a working progress. And he thanked all the participants who came in the presentation.

The institute for peace and development in Mindanao (IPDM) was created by the MSU Board of Regents during its 182nd Meeting on December 7, 2001. The institute assumed the functions of two defunct units: the Muslim Christian Center for Peace Studies and the Muslim Mindanao Development Institute. It is now the central coordinating unit for all existing peace and development programs of the campuses of the University. MSU was established on September 1, 1961 as one of the government responses to the so-called “Mindanao problem.” The problem includes a violent struggle of segments of the Filipino Muslim population to redress long-standing grievances and assert Muslim selfhood and identity in the face of real and imagined threats of cultural and spiritual assimilation by the majority Filipino Christian population. The University was mandated to accelerate the “integration” of the cultural communities in Mindanao into the mainstream body politic and to accelerate the development of its service areas through instruction, research, and extension. In the pursuit of these objectives, the University also seeks to infuse spiritual and moral values, national consciousness and solidarity, and mutual understanding among Filipinos, which are necessary for peaceful coexistence and sustainable development. IPDM was therefore, created with the expectation that it would contribute to the easing of tensions and the promotion of justice and peace between Filipino Muslims and Christian by expanding knowledge, improving understanding and heightening sensitivity in relations between the peoples of Mindanao in particular, and the Philippines in general.
