About The Department

MISSION

An implementing arm of the enforcement of law and order shall establish a strong rapport with the university populace upholding justice regardless of creed and religious affiliation, following the MSU Mission to bring up cultural minorities of Southern Philippines to the mainstream of national body governance.

VISION

A committed perspective of professional and highly motivated security elements under responsive constituents is regarded as a credible organization in the academic community of Mindanao State University-Main Campus, Marawi City.

OBJECTIVES

  1. Protection of life and property.
  2. Impose rules and policies, particularly the Code of Discipline under Article 476, such as prohibited drugs, illegal gambling, threatening other students with the imputation upon their person, destroying any property belonging to the University, unlawful possession of firearms and indulging in any immoral act including city ordinance.
  3. Crime detection, prevention, and control.
  4. Control of traffic flows on the campus.
  5. Fire protection and control.
  6. Investigates violators of law and renders appropriate charges for litigation at the University discipline, board, or at the city court, where it is deemed necessary.
  7. Coordination with the Philippine National Police (PNP), Philippine Army (PA), and other government authorities in enforcing University laws. and
  8. Other related matters as directed by the University President.

11 General Orders of a Government Security Guard

  1. To take Charge of this post and all government property in view.
  2. To walk my post in a military manner, keeping always on the alert, and observing everything that takes place within sight or hearing.
  3. To report all violations of orders I am instructed to enforce.
  4. To repeat all calls from posts more distant from the guard house than my own.
  5. To quit my post only when properly relieved.
  6. To receive, obey and pass on to the sentry who relieves me, all orders from the commanding officer, command duty officer, officer of the deck, and officers and petty officers of the watch only.
  7. To talk to no one except in the line of duty.
  8. To give the alarm in case of Fire or Disorder.
  9. To call the officer of the deck in any case not covered by instructions.
  10. To salute all officers and all colors and standards not cased.
  11. To be especially watchful at night, and during the time for challenging, to challenge all persons on or near my post and to allow no one to pass without proper authority.

DUTIES AND RESPONSIBILITIES

Security Guard I and II:

  1. Safeguard and protect buildings, lives, and properties against robbery, thief, pilferage, fire damage, and other similar hazards.
  2. Take note of person and vehicles entering and leaving premises or compound and searches and seizes them for contraband, prohibited articles, and stolen properties.
  3. Accost suspicious persons, report unusual happenings and accidents,, and maintain orders within the University.
  4. Escort visitors and government officials to their destination.
  5. Conduct a preliminary investigation of disturbances and infractions of the University rules and regulations.
  6. Does other related work as the Chief may direct.

Security Guard III:

  1. Supervise the guarding activities of security guards and conduct periodic investigations of men at work.
  2. Make a daily report and entries in the blotter and transmit new orders to men.
  3. Investigate petty offenses and violations reported by subordinates and decide minor matters.
  4. Does other related work as the Chief may direct.

Security Office I, II, III, and IV:

  1. Plan, organize, and supervise security operations in an office building or area.
  2. Advice; recommend security measures to immediate superior.
  3. Implement security measures directed by the superior.
  4. Investigate unusual occurrences and infractions of rules and regulations on security matters.
  5. Prepare reports of daily guarding activities and disposition of men.
  6. Take charge of men’s training, and serve as the administrative head of the unit.
  7. Does other related work.
