About The Office

For more than six decades, the MSU has been an effective partner of the national government in nation-building through peace education and the production of competent and skillful graduates who are gainfully employed, private practitioners, and entrepreneurs in local and international markets. The university has also been gaining significant accomplishments in knowledge discovery through research and innovation. It has also been actively supporting local communities through training, technical support to local governments and other agencies and organizations, and capability-building programs.  During the last few years, the university has also been moving towards globalization programs through forging local and international linkages, collaborative research and academic projects, faculty and student mobility, and other similar initiatives and towards internationalization which is the process of integrating international, intercultural, and global dimensions into the goals, functions ( learning, research and services) and delivery of higher education, and emphasizes the relationship between and among nations, people, cultures, institutions, systems, and many others.

The creation of the Bangsamoro Autonomous Region for Muslim Mindanao (RA No. 11054) has also added responsibility to MSU because of its expected role to lead in the human resources capability building, research and innovation, technology development, and extension programs of this newly created administrative region of the country. Although the BARMM has crafted its own indicative management and development plan which includes components in higher education, research, and technology development, the governing authorities have been looking up to MSU for guidance and assistance during the infancy stage of the BARMM’s operation.

MSU is not only responding to the local and national educational demands but also trying to cope with the challenges of higher education in the 21st century – the sharing of knowledge with the world as the world economy becomes increasingly integrated. Many regions around the world, like the ASEAN region, move towards globalization through the creation of a single market and production base with a free flow of good services, investment, capital, and skilled labor in years to come. Parallel to this trend, the internationalization program has been the major thrust in many academic institutions to address the globalization trends. Consequently, many academic institutions compete for the best students and staff to ensure academic excellence and global competitiveness. Policies and programs should be implemented to address this challenge and avail the opportunities globalization trends offer. To date, the MSU System has placed the internationalization program as the priority agenda in its administration.  As a result, MSU is already gaining recognition in the local and international communities as a leader in providing excellent academic training and contributing knowledge products through research innovation and extension programs. However, laying the foundation of the internationalization program and initiatives of MSU, through the IALO, has always been challenging, not only due to the fragmented policy and plans on internationalization programs at the system level but also due lack of defined budget allocation duly approved by the Department of Budget and Management.

MSU System Internationalization Program and Strategic Goals

The internationalization program has been part of the agenda in both local and international HEIs. In fact, the Commission on Higher Education (CHED) has been prioritizing internationalization in its priority programs. With the passage of the transnational education law (RA 11448), which expands the provisions of CMO 55 series 2016, there is now a legal framework for providing funds for faculty and student mobility programs, overseas education programs, joint degree programs, and foreign universities to establish extension campuses within the Philippines in partnership with local universities.  However, at present, the MSU system has been behind the competition among SUCs in the internationalization program, although the current initiatives of the International Affairs and Linkages have been producing significant results and accomplishments.

The world economy is increasingly integrated. Many regions around the world, like the ASEAN region, move towards globalization through the creation of a single market and production base with a free flow of good services, investment, capital, and skilled labor in years to come. Parallel to this trend, the internationalization program has been the major thrust in many academic institutions to address the globalization trends. Consequently, many academic institutions compete for the best students and staff to ensure academic excellence and global competitiveness. To avail the opportunities offered by the globalization trends, policies, and programs should be implemented to address this challenge.

 Building strategic partnerships in teaching and learning, research, and extension programs (community programs) are the main focus of the internationalization program of MSU in the next six years. This can be done through the following strategic goals:

  • Strategic Partnership in Teaching and Learning
    • Linkages in teaching and learning could be enhanced by tapping industry experts to teach for students to learn from actual practitioners and get some job opportunities from participating industries. Structured internship also increased students’ knowledge and skills by designing their internship programs parallel to industry needs. Academic mobility and dual degree programs shall also be promoted to enhance students’ exposure to outside world and for them to establish networks and linkages.
    • Another strategy to enhance globalization in teaching and learning is to forge cross-institutional cross-disciplinary collaboration. Some forms of collaboration under this strategy include knowledge exchange, talent development and enhancement, and facilities and infrastructure sharing. The knowledge exchange could be in the form of a mobility program
    • Strengthen collaboration agreements with other universities, local and international, not only for academic exchange but also for sharing of facilities and infrastructure. In many instances, convergence efforts of universities through the sharing of academic facilities and infrastructure resources would ensure a high impact of outputs at low costs.
  • Strategic Research Collaboration and Innovations
    • MSU shall define priority areas of research fields and invest in these areas to optimize impacts at lower costs. Some of the important areas of research include sustainable science, health sciences, engineering, forestry, agriculture, fisheries, education, public administration, and peace and development
    • Another strategy is building up the presence of MSU through branding. For example, MSU should strive to establish its name as the peace university in Mindanao as its major contribution to national development. Building up the presence of MSU could also be achieved through the internationalization of research programs. This could be achieved through increased collaboration programs with other universities, both local and international. Excellent website facilities and content should also be provided to increase the visibility of MSU in the outside world.
    • MSU also needs to direct its research programs to high-impact research, although this would mean high investment costs. This could be achieved through building a research niche, which is another important strategy to increase the presence of MSU at local and international levels. Research niche building means defining specific research areas as specialization fields to increase the national and international relevance of the university. MSU shall focus its research investments in the following priority research areas: innovative technology, sustainable science, wellness sciences, humanities (peace and development), and frontier sciences (cutting-edge innovation and technology).
  • Networking and Collaboration
    • International collaboration engagement is the primary ingredient of internationalization
    • This could be in the form of a joint degree program, student exchange, academic staff member exchange, collaborative research, exchange of publication materials, cooperation in training projects, and development of joint-venture projects. The scale of engagement could be through bilateral cooperation (University to University Cooperation), regional cooperation (through International Associations and International Forums), and government-to-government cooperation.
    • International mobility of faculty and students includes joint degree programs, sandwich programs, and visiting scholars.

 

  1. Research Fellowship / Collaboration
  • From 2015 to date, Prof. Renato Pacaldo, has been engaging in various research in Kastamonu Turkey together with KU faculty members on various research projects related to biomass production, watershed management, soil organic carbon, and soil respiration.
  • In April 2017, two Faculty members from the Faculty of Fisheries from KU, Asso. Prof. Adem Yavuz Sonmez and Asso. Prof. Soner Bilen, visited MSU-TCTO to conduct research together with MSU-TCTO scientists on seaweeds;
  • Nine collaboration research projects between KU and MSU had been funded by KU using its own internal funding. The first batch of KU researchers came to MSU Main campus on May 5-25, 2019 for a joint research project on soil respiration and essential oils studiesAssociate Prof. Dr. Mirac Aydin, a Forestry Faculty member, conducted a study on the “Comparison of soil respiration rates between a man-made forest and naturally grown mixed forests”. The research was collaborated by some faculty members of the College of Forestry, including Asst. Prof. Melencio Jalova, Jr, Asso. Prof. Nelieta Bedoya, Prof. Danilo C. Mero, Asso. Prof. Rodrigo Pontillas, Asst. Prof. Elias Egam, and Prof. Romeo Bornales, Jr. The Team was also able to visit the research sites of mining rehabilitation program of Holcim Cement Industries in Luga-it, which will serve as one of the research sites of MSU-CFESProf. Kerim Guney conducted research on essential oils, which was collaborated by Faculty members from Main Campus, namely: Dr. Fema Abamo, Dr. Beverly Amparado, Dr. Evelyn Bigcas,
  • On May 19, 2019, the second batch of researchers from KU arrived in Naawan campus to conduct a study entitled “Determination of pharmacokinetics and bioavailability of cefuroxime in tilapia (Oreochromis niloticus)”. The researchers from KU include Asst Prof. Dr. Orhan ÇORUM, Asst Prof. Dr. Ertuğrul TERZİ, Yigit Tastan, and Osman Nezıh Kenanoglu. On the MSU Naawan side, the research team is headed by Dr. Ruby Gonzales. The researchers conducted the study from June 20-29, 2019.
  • Research collaboration between MSU and Kastamonu University by virtue of the Memorandum of Agreement (MOA) signed on April 30, 2015, which was BOR approved by virtue of BOR Res 84, 85, and 86. Pursuant to this MOA, the KU, and MSU, through Prof. Renato S. Pacaldo, Ph.D., developed a research proposal titled “Soil Respiration Rates and Carbon Balances in Postfire Forest, Undisturbed Natural Forests, and Plantation Forests of Black Pines (Pinus nigra) and Fir (Abies spp) Forests as Affected by Moisture Regimes”. The Tubitak, which is the research arm of Turkey (Turkish counterpart for DOST), approved the research proposal, together with the other 36 research proposals to be conducted across Turkey by experienced scientists across the globe. The research is conducted from December 2021 to December 2023.
  1. Faculty Mobility / Exchanges

Kastamonu University

  • On January 13-21, 2016, six faculty members of MSU went to Kastamonu University under Erasmus to deliver their lectures at the university. These Faculty Members include Dr. Gerardo Gavine, Dr. Romeo Bornales, Asst. Prof. Reynald Gimena, Prof. Mary Joyce Sali, Prof. Henry Aringa, and Prof. Renato S. Pacaldo. This visit was also participated by President Habib Macaayong and his wife, Ms. Pamela Macaayong.
  • On March 6-13, 2016, eight faculty members from Kastamonu University visited MSU-Main, MSU-IIT, and MSU-Naawan under the Erasmus program for lectures and exploration of research project collaboration. These faculty members include Prof. Ahmet Sivacioglu, Asso. Prof. Mirac Aydin, Asst. Prof. Kerim Guney, Prof. Rafet Ozcan, Prof. Saim Ates, Asso. Prof. Adem Yavuz Sonmez, Asso. Prof. Soner Bilen, and Prof. Mahmut.
  • On August 2017, Yusuf-uddiyn Jamasali went to Kastamonu University for a 15-day lecture program under the MEVLANA;
  • In 2018, Dr. Evelyn Bigcas and Dr. Mahid Mangontarum, MSU Main Campus, also visited KU for a 15-day lecture and research collaboration program under MEVLANA;
  • Also, in 2018 Imlani Aynulyakin from MSU Tawi-tawi also visited Kastmaonu University for 15-day academic and research engagements under the MEVLANA program;
  • On November 10-17, 2018, four Faculty members from Kastamonu University visited MSU-Marawi and MSU-IIT for research program and academic exchanges under the MEVLANA program, namely: Prof. Ahmet Sivacioglu, Asso. Prof. Mirac Aydin, Asst. Prof. Kerim Guney, and Prof Tolga Ulusoy.
  • ERASMUS+ mobility program between KU and MSU. (1) Submitted the proposal for next year to EU (1) For the implementation of the approved Erasmus mobility program, faculty level under KA 171

BOGOR AGRICULTURAL UNIVERSITY, BOGOR, INDONESIA

  • On July 2018, Dr, Evelyn Bigcas participated the International Training on Forest Fire sponsored by IPB Forestry Faculty
  • On October 2019, Asst. Prof. Mudzna M. Asakil of MSU CIT participated the training on Forest Fire Management using information technology, particularly remote sensing

3. Student Mobility / Exchange

  • On March 27-June 27, 2017, the student mobility program under Erasmus+ was realized; one PhD student from MSU-IIT, Asso. Prof. Ernesto Empig, went to Kastamonu University and one PhD student from KU visited our campuses for a three-month training program.
  • In return, one PhD student from KU, Keriman Yuruten Ozdemir, also visited MSU for a 3-month research, from March 27-June 27, 2017.
  • Prof. Ernesto Empig of MSU IIT has been conducting his PhD Research at Kastamonu University from October 2019 until January 2020 with his advisers, Prof. Ahmet Sivacioglu, Prof. Renato S. Pacaldo, and Prof. Ruben Amparado.
  • On November 24-December 10, 2019, twenty (20) Senior High Students from MSU-Main Campus visited TAR-UC for a 15-day exposure and learning program, with Prof. Ann Mitos Dizon and Art Marvin Aranas as their Chaperons.

4.1. MOU BETWEEN MSU AND KASTAMONU UNIVERSITY, KASTAMONU, TURKEY

  • In December 2015, KU’s Rector visited MSU to reaffirm the commitments and explore the potential for cooperation;
  • On July 23-25, 2017, President Habib Macaayong was extended a scholarship by the Turkish government to participate in the Vice Chancellor’s forum at Bilkent Hotel, Ankara, Turkey. During this conference, MSU has been officially placed under the satellite of the universities in Islamic Countries. This forum was participated by 313 Rectors from different Islamic Universities around the globe, it was an agreement of Islamic Universities to engage in academic exchange programs through joint research and degree programs.
  • On November 21-25, 2017, Kastamonu University provided scholarships to two faculty members from MSU-Tawi Tawi, and one from MSU, to attend the International Ecotourism Conference.
  • January 26-30, 2018, eight delegates from various MSU Campuses visited Kastamonu University for benchmarking. The delegates include Dr. Macabankit Ati – Executive Vice President and head of the delegation, Dr. Mary Joyce Sali-Chancellor of MSU-TCTO, Chancellor Bai Soraya Sinsuat-Chancellor MSU, Maguindanao, Dr. Sultan Sarip-Chaancellor, MSU Buug, Director Alnasul Sali, Ms. Sopia Maguid, Asst. Prof. Saminah Sarip, and Dr. Renato Pacaldo.
  • 2-year joint research project between MSU and KU on carbon sequestration of forests as affected by forest fire and moisture regimes (December 2021 to December 2023)

 

4.2 MEMORANDUM OF AGREEMENT FOR COOPERATION IN THE FIELD OF HIGHER EDUCATION BETWEEN MSU AND TURKISH HIGHER EDUCATION COUNCIL (YOK)

Mutual Projects:

  • Council of Higher Education in Turkey (CoHE) will prioritize the financial support of scientific projects, development projects such as vocational training, short-term non-degree courses, and other related training and programs, which will be conducted jointly with the public universities of the Republic of Turkey and the Republic of the Philippines under “Project-Based Mevlana Exchange Programme”.
  • Ten (10) scholarship slots that will be awarded each year, from 2019 to 2021, shall be distributed as follows:
    • Two (2) scholarships for the Undergraduate degree programs;
    • Four (4) scholarships for the Masteral degree programs;
    • Four (4) scholarships for the Doctoral Degree program.
  • In 2022, renewal of the MOA has been negotiated but due to the effect of the pandemic and economic crisis in Turkiye, the decision was delayed. First quarter of 2023, this was revived in the table and successfully approved the protocol that aims to specify the placement of the students from the Mindanao State University of the Republic of the Philippines to the public higher education institutions in Türkiye through YÖK Scholarships has been renewed. 25 scholarship slots for undergraduates under the YTB scholarship, 5 MS, and 5 PhD under the YOK scholarship for SY 2023-2024.

4.3. MOU WITH SIX UNIVERSITIES – Çanakkale Onsekiz Mart University (COMU), Ege University, Kastamonu University, Isparta University, Karadeniz Technical University, and Ankara University. (2022)

Pres Macaayong and his party were warmly welcomed by no less than the University Rector Dr. Arif Satria of IPB and his party and by the SEAMEO-BIOTROP Director Dr. Irdika Mansur and his Deputy Director for Program Dr Jess Fernandez
    • On July 28-August 1, 2019, Prof. Renato Pacaldo, the Executive Director of International Affairs and Linkages of MSU System, visited IPB to finalize the arrangement of the second International Conference on Environment and Forest Conservation 2019.

  • On April 29, 2019, the Vice President of TAR UC for collaboration, Innovation and Entrepreneurship of Tunku Abdul Rahman University College, together with Dr. Lim Tong Ming, visited the MSU-Main, Marawi Campus to grace the two-day Research Colloquium and witnessed the signing of MoU between MSU and TAR UC. The MoU was signed by two Presidents, Dr. Habib W. Macaayong, for MSU and Prof. IR. Dr. Lee Sze Wei for TAR UC. This event was witnessed by MSU officials
  • On June 17-19, 2019, MSU delegates visited TAR UC. This visit was for the purpose of signing a Memorandum of Agreement for the short visit and learning program of senior high school in TAR UC. Although President Macaayong wished to visit TAR UC, he was not able to do it because of the eleventh-hour change in his schedule. However, he sent VC Dr. Florencio Recoleto to represent him during the signing of MoA. Also, Atty Renato Pacaldo, PhD, the Acting Executive Director of the International Affairs and Linkages Office of MSU System, and also Director Melba Angni, the former Director of Senior High School of MSU-Marawi.

4.7. MOU BETWEEN MSU AND STATE UNIVERSITY OF NEW YORK-ENVIRONMENTAL SCIENCE AND FORESTRY, SYRACUSE, NEW YORK STATE, UNITED STATES OF AMERICA

  1. INTERNATIONAL CONFERENCES
  • On November 23, 2017, Prof. Renato Pacaldo and Prof. Mary Joyce Sali presented papers and acted as session moderators in the first International Conference on Sustainable Ecotourism, held in Kastamonu University
  • MSU, in partnership with Kastamonu University (KU), Bogor Agricultural University (IPB), and SEAMEO BIOTROP, successfully hosted the first International Conference on Environment and Forest Conservation (ICEFC 2018) on November 18-23, 2018 at Dakak, Dapitan City
    • On April 26-29, 2018, President Habib Macaayong, Vice Chancellor Cesar dela Sena, and Prof. Renato Pacaldo were awarded scholarship by KU to present papers in the first International Congress on Engineering and Life Sciences (ICELIS) to be held at Kastamonu, Turkey
    • On April 11-14, 2019, Prof. Renato Pacaldo participated as a Plenary Speaker in the second International Congress on Engineering and Life Sciences (ICELIS) in Kastamonu University, Turkey.
  • IPB, in partnership with MSU, KU, and SEAMEO BIOTROP, hosted the second ICFEC in IPB Campus, Damarga, Bogor, Indonesia on October 1-3, 2019
  • In January 2020, four faculty members from the College of Information Technology will present their papers at the International Conference on Digital Technology in TAR-UC.
  • Signed MULTIPARTITE MEMORANDUM OF AGREEMENT FOR THE HOSTING OF THE THIRD INTERNATIONAL CONFERENCE ON FOREST AND ENVIRONMENTAL CONSERVATION (ICEFC) by PROF. HABIB W. MACAAYONG, DPA of Mindanao State University (MSU), DR. ARIF SATRIA of Bogor Agricultural University (IPB) and DR. ZULHAMSYAH IMRAN of Regional Center for Tropical Biology (SEAMEO BIOTROP)
  • ICEFC 2022 with theme “Environment and Forest Conservation Towards a Resilient and Sustainable Ecosystem in the Post Covid-19 Pandemic Era” was attended by more than 250 participants with more than 100 presenters held at Kastamonu University, Kastamonu, Turkiye.
  • The 4th Conference on Environment and Forest Conservation (ICEFC 2023) was held in Acacia Hotel, Davao City from November 15-17, 2023 with the theme “Forging Partnership for Climate Action.” This was hosted by the Mindanao State University-Maguindanao Campus and co-hosted by Kastamonu University, Turkey, Mindanao State University – Marawi, Mindanao State University – Tawi-Tawi, Mindanao State University – Naawan, Institut Pertanian Bogor, Southeast Asia Ministers of Education Organization, and the University of Eastern Philippines.
  • Signed a Memorandum of Understanding made and entered into on this 15th day of November 2023, amends the partnership agreement, dated February 2, 2022, signed at the Kastamonu University, Turkiye by the Mındanao State University (MSU)-Main Campus, Kastamonu University, IPB University, Regıonal Centre for Tropıcal Bıology (SEAMEO BIOTROP), MSU-Tawı Tawı College of Technology and Oceanography, MSU-Naawan, MSU-Maguindanao, and Eastern University of the Philippines.
  • As stipulated under Article 6, par (2), the original Parties hereby give their consent for the expansion of the number of Parties of the original agreement to include the following:
