The Mindanao State University (MSU) – Main Campus and the Cotabato Foundation College of Science and Technology (CFCST) formally solidified a partnership today, April 8, 2025, with the signing of a Memorandum of Understanding (MOU) held at the OP Conference Room. The ceremony brought together key officials from both institutions, signifying a significant step toward collaborative academic growth and community development.

Leading the CFCST delegation was Engr. Dr. Ali K. Dilangalen, CFCST President, accompanied by Dr. Bainorie Mantawil (Director for Instruction), Mahid Kevin K. Sabdullah, MPA, CHRA (HRM Officer), Dr. Dina P. Hassan (CICT Dean), Prof. Charima M. Mentoc (CAS Dean), Potre Sabdullah (Legal Office Staff), Rehan A. K. Sabdullah, MPA (ICTO Director), Dr. Rudina Mae M. Ramos (COA Associate Dean), Dr. Mahirah B. Salik (Extension Director), and Dr. Musa M. Tagal (DSA Director).

Representing the MSU System was President Atty. Basari D. Mapupuno, along with Dr. Rasid M. Paca, J.D. (Executive Vice President), Atty. Nur-Elias P. Yusoph (University and BOR Secretary), Dr. Glen A. Lorenzo (Vice President for Research and Extension), Engr. Rodrigo S. Baid, MS (Vice President for Planning and Development), Dr. Alma E. Berowa (Vice President for Academic Affairs), Atty. Norsary S. Mamad (PMS Director), and Prof. Melba M. Angni (IALO Executive Director), as well as several directors, deans, representatives, and presidential consultants.

This MOU provides a framework for extensive collaboration. The partnership will concentrate on creating mutually beneficial academic and training programs, implementing efficient administrative and financial procedures for collaborative projects and resource management. Both institutions will share information, IT equipment, and research resources, facilitating joint research and extension initiatives focused on fostering community development. The agreement also includes a commitment to disseminating research findings, thereby sharing knowledge and best practices to enhance understanding and innovation. Areas of potential collaboration include education, arts and sciences, agribusiness, information technology, graduate studies, administrative functions, and various offices within both institutions.

President Mapupuno voiced strong support for this partnership, highlighting its alignment with MSU’s mission to advance education, research, and community development. He stated, “This MOU signifies the commencement of a productive journey toward innovation, inclusivity, and sustainable progress.”

Engr. Dr. Dilangalen expressed similar enthusiasm, emphasizing the opportunities for future collaborations and his personal satisfaction in partnering with MSU, an institution he admired in his youth. He highlighted CFCST’s unique role in providing custodial care and vocational training to underprivileged children affected by conflict in Mindanao. MSU affirmed its commitment to supporting CFCST in its efforts to achieve university status. This collaboration is poised to elevate both institutions and contribute significantly to the educational and societal landscape of Mindanao.
