Held on July 24, 2024, at the Meranaw Cultural Heritage Center, this landmark event brought together GAD focal persons from MSU Marawi’s academic, semi-academic, and administrative units. Organized by the MSU GAD Focal Point System Secretariat, the seminar-workshop focused on reviewing the GAD rationale, legal frameworks, and principles of gender mainstreaming. Participants also prepared, consolidated, and evaluated their respective GAD Plans and Budget (GPB) and GAD Accomplishment Reports (AR).Through insightful discussions, expert-led sessions, and collaborative workshops, the event marked a significant step in MSU’s journey toward fostering gender equality and inclusive development.
On September 8, 2024, the MSU GAD Focal Point System (GFPS) Secretariat conducted an Orientation and Meeting in Tagaytay City, Cavite. This session served as a preparatory activity to review schedules and establish learning expectations for upcoming initiatives.
Facilitated by Dir. Melba M. Angni, M.Sc., the orientation emphasized the significance of gender mainstreaming as a strategy to achieve gender equality. Key topics included the four entry points (policies, people, programs/projects, and enabling mechanisms), the levels of gender mainstreaming, and the importance of proper preparation and filing of the GAD Plans and Budget (GPB) and Gender Mainstreaming Monitoring System (GMMS).
On September 9, 2024, the MSU Gender and Development Focal Point System (GFPS) Secretariat conducted a benchmarking visit to Batangas State University (BSU), The National Engineering University, a longstanding advocate of gender equality. The event began with a courtesy call to BSU Chancellor Dr. Amado C. Gequinto, followed by an engaging program featuring discussions on BSU’s best GAD practices, including their comprehensive GAD Plan and Budget, genderized research initiatives, and progressive policies supporting gender sensitivity and equality.
The visit facilitated valuable knowledge exchange, highlighted BSU’s impactful activities such as gender-sensitivity training, VAW awareness campaigns, and GAD-related capability-building workshops, and opened doors for collaborative research and academic ventures between the two universities
On September 10, 2024, the Mindanao State University (MSU) Gender and Development Focal Point System (GFPS) Secretariat conducted a benchmarking activity at Cavite State University (CvSU), Don Severino de las Alas Campus. The event aimed to explore CvSU’s best practices in GAD implementation, including their achievements as a four-time Most Outstanding State University in GAD Implementation in Calabarzon.
The program featured presentations of GAD goals, objectives, and best practices, such as gender-responsive governance, capacity-building orientations, and the establishment of GAD facilities like breastfeeding stations and a GAD database. CvSU also showcased its initiatives, including the Agri-Eco Tourism Park and various GAD-related livelihood and research programs.
On September 10, 2024, the MSU Gender and Development (GAD) Focal Point System Secretariat conducted a three-hour benchmarking activity at the University of the Philippines Center for Women’s and Gender Studies (UPCWGS) in Diliman, Quezon City. Accompanied by the Manila Information Office (MIO) of MSU, the team gained valuable insights into the UPCWGS’s milestones, including feminist peer counseling, GAD-focused research, and collaborative publications.
Highlights included presentations on feminist studies, interdisciplinary research initiatives, and the center’s partnerships with national agencies and international organizations. The program concluded with a visit to UP’s Kalinga Daycare Center, showcasing its well-equipped facilities and child-centered services.
Last September, the Gender and Development (GAD) Focal System of MSU Marawi hosted a Training-Workshop on the Preparation of Gender and Development Plans and Budget (GPB) and GAD Accomplishment Reports (AR), in collaboration with the Philippine Commission on Women (PCW)-Technical Services and Regional Coordination Division.
Facilitated by Ms. Karen G. Dagñalan-Dy and Mr. Allen Domingo of PCW, the session provided invaluable insights into creating gender-responsive programs and reports aligned with national policies. The workshop emphasized the legal frameworks such as the Magna Carta of Women (RA 9710), PCW-NEDA-DBM Joint Memorandum Circular, and Ambisyon Natin 2040. Key discussions included the importance of the GPB in addressing gender equality, guidelines for the utilization of the mandated 5% GAD budget, and procedures for submission and compliance with government standards through the GMMS system.
On September 12, 2024, the MSU GFPS Secretariat convened in Manila for a strategic workshop aimed at enhancing the structure and composition of the GFPS at MSU Marawi and across the MSU System. During the session, separate organizational charts for both the campus and system-wide GFPS were finalized, alongside discussions on action plans, strategies, and activities critical to the development of the 2025 MSU GAD Plan and Budget (GPB).
This workshop underscores the Secretariat’s commitment to advancing gender-responsive initiatives and fostering inclusive development across the MSU System.
On September 13, 2024, the MSU GAD Focal Point System Secretariat, led by Dir. Melba M. Angni, M.Sc., held a pivotal consultation with CHED (National) to clarify the submission process for MSU’s Gender and Development Plans and Budgets (GPB) and GAD Accomplishment Reports (AR). The discussion confirmed that MSU, as an autonomous institution with its own charter, should directly submit its GPB and GAD AR to the Philippine Commission on Women (PCW), similar to the University of the Philippines.
This development streamlines MSU’s reporting process, ensuring efficiency and timeliness in supporting gender mainstreaming efforts. CHED also recommended that MSU officially request endorsement for inclusion under PCW’s Gender Mainstreaming Monitoring System (GMMS), further solidifying its commitment to advancing gender equality and inclusivity.
