The creation of the Office for VP for Research and Extension was a bold move for this administration. With the effort to have unity in Research and Extension agenda of the system, the creation of this office was a great step. Taking the BOR Approved Resolution No. 458, 2022, the said creation is explained below:
Throughout its rich history, the Mindanao State University (MSU) System has continually found new ways to meet its mission to lead in social transformation through peace education and integration of Muslims and other cultural minority groups into the mainstream society and to ensure excellence in instruction, research development, innovation, extension. and environmental education and discovery. This commitment places a premium on focused research, active community engagement throughout the MINSUPALA region, and outstanding educational programs across all disciplines. In addition to these shared values, each MSU system campus has its own history, a distinct mission, and a set of strengths that impact the nature and scope of its activities. Hence, the unique qualities of each MSU campus must be nurtured and sustained, not only with an eye to how they complement one another but also with due consideration for what sets them unique.
Relationships among the MSU campuses are collegial and collaborative in nature, but in order to accelerate the research activities and mobility of researchers and scientists of the entire university system, the creation of MSU System Vice President for Research and Extension is proposed. It is envisaged that through this office, it will further strengthen the relationships among MSU campuses as they share best practices and approaches to research, development, and innovation matters.
The general objectives of the OVPRE are to discuss each of the MSU campus’ long-term research, development, and innovation plans; to strengthen MSU system collaboration, planning, and information sharing; and to advise the MSU President on ways to promote and ensure the continued quality and effectiveness of MSU system research, development, and innovation initiatives.
The OVPRE is responsible for reviewing and forming the research, development, and innovation policy of the entire MSU system to be submitted to the Board of Regents for approval. The OVPRE shall head the System Research and Extension Planning Council (REPC). A majority vote of the REPC will decide on policy recommendations. The REPC will follow open meeting rules when it assumes governance or policymaking responsibilities. The OVPRE shall have the following specific duties and functions:

2. To develop and evolve financial projections based on the long-term research, development, and innovation plan of the University:
3. To review the MSU system’s long-term research, development, and innovation plans annually and propose the necessary changes:
4. To provide strategic planning to maximize the research, development, and innovation productivity of the researchers and scientists of the University and to support highly innovative, transformative research; and
5. To advise and allocate regarding the allocation of flexible resources of the University.
