The Mindanao State University was created under Republic Act No. 1387, as amended, otherwise known as the University Charter. Beset with various legal problems affecting the operation of its offices, employees and other campuses of the university, then MSU President, Mauyag M. Tamano, proposed the creation of the University Legal Counsel Office with the task of primarily attending the legal issues confronting the university and its various campuses.
The Board of Regents, after finding the proposed office to be necessary in the proper functioning of the university, passed a resolution in 1973 to formally create a separate office named the University Legal Counsel Office which is also now known as the University Legal Services Division. The first head of the said office was Atty. Dimapuno Datu Ramos who was then acting as Chief Legal Officer of the Mindanao State University.
As the legal arm of the university, the Legal Services Division has accomplished several landmark cases and was able to provide the necessary legal assistance to legal issues confronting the university. It has represented the university in various forums in both local and international scenes. It has, with no delay and neglect, represented the university and its various campuses all over Mindanao in their legal cases and issues.

The Legal Services Division is tasked with the functions of handling legal cases involving the University System, its campuses and component units, its officials and employees in their official capacities. It further performs the rendering of legal opinions, interpretations of laws, reviews and prepares various legal documents for the official information and guidance of the university.
