Goals and Objectives

Goals

  1. To be creative and dynamic in the provision of resources for the research, instruction, extension, and other academic pursuits of the University in its quest to be a premier and globally competitive national peace University.
  2. To facilitate a stronger and expanding level of scholarship by providing tools that are responsive, accessible, and easily adaptable to the library user’s needs corresponding with the increasing technological advancement.
  3. To become a MINSUPALA information and resources hub and initiate, host, and promote interlibrary collaboration, networking, inter-library loan, and mobile libraries.

Objectives

The Objectives of the University Library will focus on the following themes:

  1. Strengthen the collection of resource materials in various formats that support the curricular offerings of the University, research interests of the library users, and to keep abreast of the trends and development in education and technology.
  2. Protect and preserve the University Library’s resources by developing and promoting archiving and digitization programs.
  3. Create, organize, and collaborate with stakeholders to respond to globalization trends in education and librarianship through regional, national, and international conferences, seminars, webinars, training, and other innovative programs.
  4. Develop and enhance library instruction programs to improve literacy and research skills of the students, faculty, and other library users for the effective and efficient retrieval of information.
  5. Promote a learning commons space that respond to the different cultural backgrounds and kinds of working and learning styles of students and other library users and introduce and integrate the familiar and the new in library spaces to encourage new ways of learning and understanding libraries.
  6. Empower library staff through diversified and sustained learning and development trainings locally, nationally, and internationally for them to be effective and competent information provider and facilitator of learning.

Organizational Structure

The University Library operates within the governing framework of the University, and is considered a Semi-Academic Unit. It is headed by the University Library Director, who reports directly to the Vice Chancellor for Academic Affairs.

To ensure that the library policies and programs align with the University’s objectives, the University Library Board serves as an advisory body, responsible for coordinating with the College Library Committee to suggest subject areas or titles for library resources, recommending improvements to library services and facilities to create conducive reading and study spaces, and assisting librarians with matters related to library computerization. It is also involved in establishing guidelines for the equitable distribution of books, identifying potential organizational linkages for resource sharing and donations, and setting guidelines, in consultation with librarians, for Collection Development and library use policies.

The College Library Committee acts as a college-based advisory body, providing guidance on library services, the acquisition of books and other resources, equitable distribution, collection development plans, library policies, modernization efforts, and the establishment of linkages for the University Library.

The University Library Director oversees library operations, develops and evaluates programs and policies, coordinates with the library network, enforces rules and regulations, administers disciplinary actions, and ensures adherence to University policies for the effective functioning of the library. The Director is also concurrently the American Corner Director, responsible for the operations of the American Corner, coordinating its daily activities and programming, and working with the Public Affairs Section and American Spaces of the U.S. Embassy in the Philippines to ensure the success of its programs. The American Corner, a partnership between the U.S. Embassy and the University, offers both print and non-print resources on American life and culture.

Supporting the University Library Director is the Assistant University Librarian, who assists with administrative tasks such as formulating the Library Development Plan, creating policies, overseeing promotions and personnel development, supervising daily operations in the Director’s absence, and managing the main divisions and library maintenance. The Assistant University Librarian also plans publicity and extension service programs, and consolidates periodic reports.

The University Library is organized into six main divisions, Access Services Division, Administrative Services Division, College/Unit Libraries Services Division, Information Technology Services Division, Technical and Bibliographical Services Division, and University Archives and Memorabilia; each of which is responsible for a major type of work.
